Raneem Alsuhaibani
Raneem, a counsel in our Regulatory & Government Advisory practice, with over a decade of experience in Saudi Arabia advising government entities, government-related enterprises, and Saudi and international companies on regulatory, transactional, and commercial matters.
She advises government entities on matters central to their mandates, including the design of regulatory frameworks, legislative drafting, sector-wide governance reforms, and the implementation of national strategies and transformation initiatives. Her work often involves close coordination with senior government stakeholders and policymaking bodies.
Alongside her public sector practice, Raneem advises Saudi and international clients on a wide range of corporate and transactional matters across the full business lifecycle. Her experience includes mergers and acquisitions, joint ventures, and corporate governance. She also advises on investment into Saudi Arabia, including market entry and commercial frameworks such as franchise and commercial agency arrangements.
Anna Leung
Anna, a counsel in the Capital Markets practice, has advised both issuers and managers on a range of capital markets transactions. Her experience includes IPOs, debt capital markets transactions, project bonds, and securitisation.
She has worked on many high-profile transactions, including the first Rule 144A securities offering by Saudi Aramco, Saudi Aramco’s iconic IPO, the first Sukuk offering by the Kingdom’s Ministry of Finance, and the first 144A corporate bond offering by a Kuwaiti corporate.
Mariya McDonnell
Mariya, a counsel in the Capital Markets practice, has advised sovereign and corporate issuers and managers on debt capital markets and liability management transactions across Europe, the CIS, Middle East, and Africa. She also has extensive in-house legal counsel experience at a global investment bank in London.
Immediately prior to joining STAT, Mariya worked at a Saudi firm advising PIF companies and giga-projects on corporate, commercial, regulatory, and compliance matters, giving her significant insight into the local landscape.
Ruba Alharthi
Ruba, a counsel at STAT, has extensive experience advising on high-value project development and finance transactions. She has acted for government entities, private procurers, financial institutions, and sponsors across sectors including infrastructure, energy, petrochemicals, and transportation.
Her practice focuses on structuring and implementing large-scale projects under public-private partnership frameworks. Ruba is a dual-qualified lawyer in Saudi Arabia and New York, USA, and is able to negotiate and draft complex legal documents in both English and Arabic.
Yasser Alkhelaiwi
Yasser, a counsel in the Capital Markets practice, specializes in securities and equity capital markets transactions. He has extensive experience advising regional clients on a wide range of offerings and listings within Saudi Arabia.
His practice focuses on navigating complex regulatory landscapes and providing strategic guidance throughout the transaction lifecycle. Yasser is a qualified lawyer in Saudi Arabia, licensed by the Ministry of Justice and a member of the Saudi Arabian Bar Association.
